I was taking a look at the election returns in Iraq, as reported by the Times Online. Here's the partial return:
Partial results for 13 of Iraq’s 18 provinces:
Total votes cast: 4,360,000
United Iraqi Alliance (Shia): 2,244,000 (51 per cent)
Kurds: 1,075,000 (24.6 per cent)
Iraqi List (Sunni): 596,000 (13.6 per cent)
This strikes me as very bad news because it makes pretty clear that the Shias are going to have a clear majority. Because Acton had it right about power I think it would have been better if the election turned out so that no single group had the majority. This way any majority would require a coalition which demands compromise.
Being forced to compromise would have been especially nice given Ali al-Sistani's new demand that Islam be the sole source of legislation. (Sistani is the de facto leader of the winning Shia coalition.) Because there is more than one way to read the Koran a coalition government could have forced a broader interpretation that would be friendlier to more variants of Islam. But now the Shia have a clear majority, and limited incentives to compromise. (The main one being a desire to avoid civil war. That didn't bring folks to the table in Lebanon however.)
So its nice that they held elections. But they are not a democracy. Its possible they could still play nice with one another, respect freedom of religion, etc. But given stories like this I'm increasingly doubtful.
